In a significant step toward sustainable peace and inclusive growth, Japan has pledged fresh support for Pakistan’s formerly tribal areas. A new international cooperation initiative was launched in Islamabad, focusing on empowering local governments and delivering vital public services in Khyber Pakhtunkhwa’s (KP) Merged Districts.

A New Era of Community-Driven Development

The “Project for Development of Public Service Infrastructure in the Merged Districts of Khyber Pakhtunkhwa” represents a collaborative effort between the Government of Japan—through the Japan International Cooperation Agency (JICA)—the United Nations Development Programme (UNDP), and the provincial government of KP.

Since their integration into KP in 2018, these districts—once known as the Federally Administered Tribal Areas—have been navigating a transformative shift toward decentralized governance. While progress has been made in extending civilian administration and basic services, challenges remain in building robust local institutions and ensuring responsive service delivery.

This latest project, implemented under UNDP’s Merged Areas Governance Programme (MAGP), directly addresses these needs by bolstering the capacity of Tehsil Local Governments (TLGs)—the first-ever elected bodies at this level—to provide essential public services effectively.

  • Funding: 518 million Japanese Yen (approximately US$3.5 million, based on current exchange rates around 155-156 JPY per USD).
  • Target Areas: 19 TLGs across eight Merged Districts.
  • Beneficiaries: Direct benefits for around 18,000 individuals through small-scale infrastructure projects; indirect impact on an estimated 500,000 community members.
  • Approach: Community-driven initiatives, prioritizing local needs identified in collaboration with residents and administrations to enhance coordination, accountability, and participation.

The project emphasizes small-scale infrastructure schemes—such as water supply, sanitation, roads, and community facilities—that respond directly to grassroots priorities, fostering trust between citizens and local authorities.

Commitment to Lasting Change

The signing ceremony highlighted unified dedication from all partners:

H.E. Mr. AKAMATSU Shuichi, Japan’s Ambassador to Pakistan, underscored the strategic importance of the region: “The merged areas are one of the most challenging yet key entry points for sustainable peace and development in Pakistan. This initiative will recover essential infrastructure while promoting inclusive governance for a whole-of-society approach.”

Mr. NAKATSU Masaaki from JICA Pakistan noted the project’s synergy with ongoing efforts: “Building on our 2022-2026 technical cooperation that developed participatory Tehsil Development Plans, this collaboration with UNDP will implement those plans, building mutual trust and laying foundations for long-term regional stability.”

Pakistani officials echoed the enthusiasm. Mr. Mahmood Khan from the Ministry of Economic Affairs described the districts as offering “complex challenges and opportunities,” aligning the project with national Sustainable Development Goals (SDGs).

Dr. Ehtisham-ul-Haq from KP’s Planning & Development Department welcomed the partnership: “With steadfast allies like Japan and UNDP, we can achieve real advances in service delivery, institutional strength, and public confidence.”

Dr. Samuel Rizk, UNDP Pakistan Resident Representative, framed it as action-oriented commitment: “We’re delivering services to those who need them most, strengthening enduring institutions, and rebuilding trust—with Japan’s support, turning plans into tangible progress.”

Building on a Legacy of Partnership

This initiative extends Japan’s longstanding engagement in the region, including prior JICA projects on capacity building for local officers and participatory planning. It aligns with broader strategies like KP’s Tribal Decade Strategy and Accelerated Implementation Programmes, aiming for equitable development and integration.

In a region historically underserved, such targeted investments signal hope: empowering local leaders, prioritizing community voices, and paving the way for self-sustaining growth.

As Pakistan pursues stability and prosperity post-merger, projects like this highlight the power of international partnerships in bridging gaps. By focusing on governance at the grassroots level, the initiative not only improves immediate access to services but also contributes to lasting peace, reduced marginalization, and achievement of global SDGs.

With indirect benefits reaching half a million people in challenging terrains, this $3.5 million commitment exemplifies how focused aid can drive transformative change in one of Pakistan’s most vital yet vulnerable regions.
