The evidence therefore points toward a durable public awareness of climate risk.
But political agreement becomes much weaker when the conversation moves from “Is climate change happening?” to “Who should pay?”

Governments cannot build a climate strategy around asking citizens to make increasingly difficult lifestyle changes while leaving structural systems unchanged.
If public transport is inadequate, telling people to drive less will have limited credibility.
If homes are poorly adapted to heat, telling households to use less energy will not solve overheating.
If low-carbon alternatives remain expensive, consumer behaviour will not change at the required scale.
The next stage of climate policy must make sustainable choices easier, cheaper and more practical.
The Economic Opportunity Behind the Climate Risk
There is also a more optimistic interpretation.
The climate transition could become an industrial strategy.
Britain has opportunities in offshore wind, grid infrastructure, battery storage, energy efficiency, heat management, climate finance, insurance technology and adaptation services.
A climate-resilient economy can create jobs while reducing exposure to future shocks.
But this requires stable policy.
Businesses are unlikely to invest billions in infrastructure if governments repeatedly change long-term targets.
For investors, policy predictability may be almost as important as the targets themselves.
What Should Policymakers Do Next?
A credible British climate strategy should combine five priorities.
First, maintain a clear long-term emissions pathway.
Second, dramatically strengthen climate adaptation.
Third, protect vulnerable households from disproportionate transition costs.
Fourth, treat water, food, health and infrastructure as elements of climate security.
Fifth, build cross-party agreement around resilience so that long-term investment survives changes of government.
This approach would move the climate debate away from the binary argument of “net zero versus economic growth.”
The more useful question is:
How can Britain achieve economic growth while becoming less vulnerable to climate and energy shocks?
