The landscape of media freedom in Italy has been a subject of significant scrutiny and concern, both domestically and internationally. The European Commission’s annual Rule of Law report has once again highlighted the persistent issues surrounding political influence in Italy’s media, particularly focusing on the public broadcaster RAI (Radiotelevisione Italiana).

Political Influence Over RAI

The European Commission’s report points to “undue political influence” over Italy’s public broadcaster, RAI. This influence is largely attributed to the way the broadcaster’s leadership is appointed. The governance system of RAI has historically been vulnerable to changes in the political landscape, with top-management positions often reorganized to reflect the balance of power emerging from electoral cycles. This practice has raised concerns about the independence and impartiality of RAI’s editorial content​.

The Commission’s report emphasizes that the effectiveness of RAI’s governance in ensuring full independence has been a longstanding issue in Italy. The recent appointment of a new CEO and other top-level figures has reportedly led to an editorial shift, resulting in the resignation of several journalists and presenters. This shift has been perceived as a direct consequence of political interference, undermining the credibility and independence of the public broadcaster​.

Government Response and Public Perception

Italy’s ruling party, particularly the far-right Brothers of Italy, has rejected the European Commission’s criticism. Giangiacomo Calovini, MP for Brothers of Italy, argued that the issues with RAI predate the current government and should not be solely attributed to Prime Minister Giorgia Meloni’s administration. Calovini also highlighted the public’s support for Meloni’s proposed reforms, which include changes to the constitution and the direct election of the Prime Minister​.

However, these arguments have done little to assuage concerns about media freedom in Italy. Critics argue that the current administration’s actions, including Meloni’s defamation cases against critical journalists, have exacerbated the situation. These legal actions have been viewed as attempts to silence dissent and stifle critical reporting​.

EU Commission’s Concerns

European Commission Vice President Vera Jourova has expressed deep concerns over the state of media freedom in Italy. Jourova highlighted that the Commission has been calling for safeguards to protect media freedom in Italy for years, but the situation has shown little improvement. The report underscores the urgency of addressing these issues, particularly in light of new incidents reported by stakeholders and recent budget cuts affecting public media​.

The Commission’s report also draws attention to the broader implications of these developments for the rule of law in Italy. The perceived political influence over RAI and the judiciary undermines public trust in these institutions and threatens the democratic principles that underpin the European Union​.

Threats to Journalists

Journalists in Italy face significant threats and challenges in their pursuit of independent reporting. Alessandra Costante, secretary general of the Italian Journalists Union, has voiced deep concerns about the shrinking perimeter of press freedom in the country. Costante criticized the current administration’s influence over RAI, describing it as unprecedented and detrimental to the pluralism of information​.

The threats to journalists extend beyond editorial interference. Cases of harassment, legal threats, and physical violence against journalists have been reported, further complicating the environment for free and independent journalism in Italy. The International Federation of Journalists and the EU Commission have been alerted to these issues, with calls for specific missions to assess and address the situation​.

Media freedom

The political influence over Italian media, particularly the public broadcaster RAI, presents a significant challenge to media freedom in the country. The European Commission’s concerns highlight the need for robust safeguards to protect the independence of media institutions and ensure a pluralistic information environment. The threats faced by journalists further underscore the urgency of addressing these issues to uphold the principles of democracy and the rule of law in Italy.

As Italy navigates these challenges, the role of international organizations and domestic stakeholders will be crucial in advocating for and implementing reforms that protect media freedom and support independent journalism. The ongoing scrutiny by the European Commission and the persistent efforts of journalists and civil society organizations will be vital in promoting transparency, accountability, and the protection of fundamental freedoms in Italy’s media landscape.
