The United States has spent decades building an image of almost unlimited military power. Its aircraft carriers, stealth fighters, precision missiles, satellite networks and global bases have created the impression that Washington can sustain high-intensity warfare almost indefinitely.
The war with Iran has exposed a different reality.
A Pentagon inspector general report released in September 2026 says the US military has suffered strategic munitions shortfalls and that the conflict exposed bottlenecks in the American defence-industrial base. Between February 28 and June 30, Operation Epic Fury was estimated to have cost $33.4 billion, including $22.3 billion in expended munitions.
The significance of the report goes far beyond the price of missiles.
It raises a fundamental question about modern American military power: Can the United States still sustain a prolonged, high-intensity conflict against a capable opponent while simultaneously maintaining readiness for other potential theatres?
The answer is becoming considerably more complicated.
The War Revealed the Difference Between Military Power and Military Endurance
America possesses extraordinary military capabilities.
But possessing advanced weapons is not the same as being able to replace them rapidly.
That distinction is at the heart of the latest Pentagon findings.
The inspector general reported that the huge expenditure of weapons during the Iran operation created strategic inventory shortages and exposed bottlenecks in the industrial base responsible for replenishing those weapons.
This is the hidden vulnerability of modern warfare.
A missile can be launched in seconds.
Replacing that missile can take months or even years.
A sophisticated interceptor may depend on specialised components, rocket motors, explosives, electronics, specialised machinery and highly trained workers. Increasing production therefore cannot necessarily be achieved simply by ordering factories to work faster.
The battlefield consumes weapons at wartime speed.
Industry replaces them at industrial speed.
That gap can become strategically dangerous.

The financial figures are extraordinary.
The Pentagon watchdog estimated the cost of Operation Epic Fury at $33.4 billion through June 30. More than two-thirds of that figure — approximately $22.3 billion — represented expended munitions.
The Congressional Budget Office subsequently estimated that the broader cost of the war had reached more than $38 billion by August 1 and could continue increasing by roughly $2 billion to $3 billion per month depending on the intensity of the conflict.
These numbers reveal something important.
The cost of modern warfare is not limited to soldiers, aircraft and bases.
The most expensive part of a high-tech war can be the continuous replacement of precision weapons and missile-defence interceptors.
That creates an economic sustainability problem even for the world’s largest military spender.
Trump’s “Unlimited Ammunition” Claim Meets the Industrial Reality
Perhaps the most politically significant aspect of the report is the contrast between official rhetoric and the Pentagon watchdog’s findings.
President Donald Trump has repeatedly rejected concerns about American ammunition shortages. He recently described US ammunition supplies as “virtually unlimited” and has said American production is operating at exceptionally high levels.
The Pentagon has similarly maintained that the US military has the weapons necessary for its operations.
But the inspector general’s report does not describe an American military that has simply run out of ammunition.
It describes something more complicated — strategic inventory shortfalls combined with industrial bottlenecks.
That distinction matters.
The United States may still possess enough weapons to continue current operations, while simultaneously having insufficient reserves for a prolonged conflict or another major contingency.
Military readiness is not measured only by what can be fired today.
It also depends on what can be replaced tomorrow.
The Real Weakness Is Inside the Supply Chain
The most important part of the report may not be the dollar figure.
It may be the industrial bottlenecks.
The United States has an enormous defence industry, but modern precision weapons require highly specialised production networks. Some components cannot simply be mass-produced overnight.
Reports surrounding the Pentagon findings point to constraints involving areas such as rocket motors, explosives and specialised labour.
This creates a structural vulnerability.
The American military can deploy thousands of advanced weapons, but the industrial system supporting those weapons may not be designed for continuous consumption on the scale produced by a major war.
That is the difference between a technology advantage and an industrial mobilisation advantage.
America has the technology.
The Iran war is testing whether it has enough industrial depth.
The Aircraft Losses Tell Another Story
The Pentagon report also documented losses and damage to American military equipment.
According to reporting on the inspector general’s assessment, four F-15 fighter jets were destroyed, one F-35 was damaged, seven KC-135 tanker aircraft were damaged or destroyed, and as many as 30 MQ-9 Reaper drones were destroyed.
The significance is not simply the number of aircraft.
It demonstrates that the conflict imposed costs on the US military beyond missile expenditure.
Aircraft require spare parts, maintenance, replacement crews, logistics and specialised infrastructure.
And the war also damaged American facilities across the Middle East. The Pentagon watchdog documented damage to hundreds of buildings and other structures at US bases in countries including Kuwait, Bahrain, Qatar, the United Arab Emirates, Saudi Arabia, Iraq, Oman and Jordan.
The reported $33.4 billion estimate does not include the eventual cost of repairing or rebuilding all those facilities.
The final bill could therefore be considerably larger.
Iran Exposed a Problem Washington Cannot Solve With One New Budget
The traditional American response to military shortages is straightforward: spend more.
But the latest problem is not simply a lack of money.
It is a question of production capacity.
If a critical component requires specialised manufacturing facilities, long lead times and scarce technical labour, additional funding cannot immediately create additional output.
That is why the Pentagon has been working on measures to streamline procurement, reduce production lead times and stockpile critical materials and components.
The problem is structural.
Factories have to be expanded.
Suppliers have to be secured.
Workers have to be trained.
Production contracts have to be redesigned.
And inventories have to be rebuilt.
None of these processes move at the speed of a missile launch.
The China Question Makes the Shortfall More Serious
The Iran war cannot be examined in isolation.
The United States has spent years preparing for the possibility of a major confrontation with China, particularly in the Indo-Pacific.
A conflict involving China would present a radically different logistical challenge from the Iran war.
It could involve enormous missile expenditure, attacks on bases, long-distance logistics and sustained naval and air operations.
The Pentagon therefore has to consider an uncomfortable question:
How much of America’s high-end munitions inventory can be committed to one conflict without weakening preparedness elsewhere?
The latest report does not establish that the United States is incapable of fighting another major war.
But it does demonstrate that high-intensity warfare can consume American inventories much faster than the industrial system can replenish some advanced weapons.
That is strategically significant.
Europe and US Allies Could Feel the Pressure
The munitions problem also affects America’s allies.
European countries, Asian allies and Middle Eastern partners have historically relied on American weapons, missile-defence systems and other military technologies.
If American inventories are under pressure, Washington may face difficult choices between replenishing its own stockpiles and supplying allies.
That could accelerate an existing European debate over defence-industrial independence.
Europe has already been discussing how to increase domestic weapons production and reduce excessive dependence on external suppliers.
The Iran war adds another argument to that discussion.
If American weapons can be consumed faster than American industry can replace them, allies cannot assume that Washington will always have unlimited capacity available during a major crisis.
This does not mean the US alliance system is disappearing.
It means allies have stronger incentives to build their own industrial resilience.
The Biggest Lesson: War Is an Industrial Competition
For much of the post-Cold War period, American military discussions focused heavily on technological superiority.
Stealth.
Precision.
Artificial intelligence.
Satellites.
Cyber capabilities.
Long-range missiles.
But Ukraine and now the Iran war have highlighted another reality: war remains an industrial competition.
The side that can replace missiles, drones, artillery shells, air-defence interceptors and spare parts faster can sustain combat operations longer.
Technology determines what a weapon can do.
Industry determines how many weapons can be produced.
Logistics determines whether they reach the battlefield.
And endurance determines whether a military can continue fighting after the initial technological advantage has been consumed.
The Pentagon’s findings therefore represent more than a temporary ammunition problem.
They reveal the strategic importance of America’s defence manufacturing capacity.
America’s Military Image Is Bigger Than Its Industrial Cushion
For decades, the United States has enjoyed an extraordinary combination of military technology, global logistics and financial resources.
But that advantage can create a dangerous perception of unlimited capacity.
A military may have the world’s most advanced aircraft while still facing shortages of specific missiles.
It may have enormous defence spending while lacking sufficient production capacity for certain components.
It may dominate technologically while struggling to rebuild inventories after sustained combat.
The Iran war has exposed this distinction.
American military power remains immense, but the idea that it is unlimited has been challenged by the Pentagon’s own watchdog.
The War Could Force a Major Rethinking of US Defence Strategy
Washington now faces a strategic choice.
It can treat the ammunition shortage as a temporary wartime disruption and focus on rebuilding depleted stocks.
Or it can recognise the report as evidence of a deeper industrial problem and redesign America’s defence production system for prolonged high-intensity warfare.
The second approach would require more than simply increasing the defence budget.
It would require long-term industrial planning.
That could include expanding production capacity, creating multiple suppliers for critical components, maintaining larger strategic reserves and developing a workforce capable of sustaining advanced weapons production.
The goal would be to ensure that America’s military strength does not depend on an industrial system optimised primarily for limited-duration operations.
Iran War Changes the Debate Over American Power
The most important lesson from the Pentagon report is not that the United States has become militarily weak.
That conclusion would go beyond the available evidence.
The lesson is more precise.
American military power has limits, and a prolonged high-intensity war can expose those limits surprisingly quickly.
The United States can spend enormous sums on precision weapons, deploy advanced aircraft across continents and maintain global military infrastructure.
But every missile fired must eventually be replaced.
Every damaged aircraft requires maintenance or reconstruction.
Every destroyed drone represents another production requirement.
Every damaged base creates another bill.
And every additional month of war places more pressure on the industrial system.
The Pentagon watchdog’s findings therefore turn the Iran war into something much larger than a regional military confrontation.
It has become a stress test of American military endurance, defence manufacturing and strategic planning.
The result is a warning Washington cannot easily dismiss.
America may still possess extraordinary military power.
But the Iran war has demonstrated that military power is not unlimited when the industrial engine behind it cannot replenish weapons at the speed of modern warfare.
