Somalia has embarked on a transformative journey towards technological advancement with the launch of its national biometric identity card system.

Prime Minister Hamza Abdi Barre expressed optimism about this groundbreaking initiative, envisioning its potential to address various socioeconomic challenges facing the nation. This article explores how Pakistan, through its National Database and Registration Authority (NADRA), is playing a pivotal role in driving Somalia’s technological growth by assisting in the establishment of this biometric ID system.

 

A National ID for a Safer and More Secure Somalia

 

At the heart of this initiative lies the aspiration to enhance security, combat terrorism, and mitigate identity fraud. Somalia grapples with the persistent threat of al-Shabab militants, particularly in central regions. Prime Minister Barre emphasized that the new ID system would contribute significantly to national security efforts, fortify the fight against extremism, and bring an end to the scourge of terrorism that has plagued the nation. The multifaceted benefits of this system extend beyond security concerns, encompassing economic development, banking, communication, and Hawala money transfer services.

 

A Comprehensive Biometric Enrollment Process

 

The enrollment process for the Somali national ID is a technologically advanced endeavor. The system collects both fingerprint and facial biometrics, enhancing the accuracy and reliability of identification. In addition to biometric data, the registration process includes interviews and document validation to ensure the integrity of the information gathered.

Somalia’s government has set ambitious goals, aiming to register a staggering 15 million citizens for the national ID by the end of 2026. This extensive initiative underscores the nation’s commitment to ensuring widespread access to the benefits of this technology. NADRA Chairman Asad Rehman Gilani emphasized that the delivery of the Somali national ID aligns with Pakistan’s “Look Africa” policy. NADRA’s involvement extends beyond Somalia, with active engagements in Kenya, Sudan, Nigeria, and other countries across the continent. The launch of the national ID system represents a significant milestone for Somalia. The country’s citizen registry faced a catastrophic collapse during the turbulent 1990s, leaving a void in identity documentation. President Hassan Sheikh Mohamud and Prime Minister Barre were the first recipients of the new national identification cards, symbolizing the system’s significance.
