The Universal Postal Union (UPU) and the International Trade Centre (ITC) have signed a landmark Memorandum of Understanding (MoU) to strengthen digital trade and expand e-commerce opportunities for small and medium-sized enterprises (SMEs), particularly in developing and least developed countries.

The agreement was signed in Geneva on the sidelines of the World Summit on the Information Society (WSIS) by UPU Director General Masahiko Metoki and ITC Executive Director Pamela Coke-Hamilton.

The new partnership aims to combine the UPU’s extensive global postal network with the ITC’s expertise in trade development and SME capacity building, helping entrepreneurs gain better access to regional and international markets.

UPU and ITC to Strengthen Global Digital Trade Ecosystem

The collaboration marks a significant step toward improving digital trade infrastructure and creating inclusive economic opportunities for businesses that often face barriers to international commerce.

Through this partnership, the UPU and ITC will jointly develop programmes that enhance trade competitiveness, improve logistics, and empower SMEs to participate in the rapidly growing digital economy.

The agreement also reinforces both organizations’ commitment to supporting sustainable economic development through innovation, digital connectivity, and international cooperation.

Five Priority Areas of Cooperation

Under the Memorandum of Understanding, the UPU and ITC will collaborate across five strategic areas designed to improve trade and economic inclusion.

Strengthening Trade Support Institutions

The partnership will enhance the capacity of trade and investment support institutions in developing countries, enabling them to better assist local businesses in accessing global markets.

Improving Market Intelligence

The organizations will work together to improve market intelligence while helping businesses navigate non-tariff measures that often create obstacles to international trade.

Facilitating Regional Trade Corridors

A key focus will be improving trade facilitation along regional corridors, particularly across Africa, where stronger logistics and postal connectivity can significantly boost cross-border commerce.

Expanding Financial Inclusion

Recognizing the important role postal services play in financial access, the partnership will promote postal financial services to help underserved communities and small businesses gain access to essential financial products.

Building Digital Trade Capacity

The agreement prioritizes digital skills development for SMEs, with special attention given to women-led and youth-led enterprises. Training programmes will help entrepreneurs leverage e-commerce platforms and digital tools to compete globally.

UPU Highlights Longstanding Partnership with ITC

Speaking at the signing ceremony, UPU Director General Masahiko Metoki highlighted the organizations’ long history of collaboration.

“For more than 15 years, the UPU and ITC have worked together, including alongside UNCTAD as co-facilitators of the WSIS Action Line on e-business. Today, we are taking that partnership further to help SMEs and women entrepreneurs connect to regional and global markets through the extensive reach of the postal network,” he said.

His remarks underscored the growing importance of modern postal networks as critical enablers of international trade and digital commerce.

ITC: SMEs Are the Backbone of the Global Economy

ITC Executive Director Pamela Coke-Hamilton emphasized the transformative role small businesses play in driving sustainable economic growth.

She noted that when entrepreneurs have access to the right tools, networks, and institutional support, they can fully participate in the digital economy.

Highlighting the value of the partnership, she said the collaboration with the UPU will help extend the benefits of digital trade to the “last mile,” connecting businesses in remote communities to global markets and creating new opportunities for inclusive development.

Flexible Framework for Future Initiatives

The Memorandum of Understanding establishes a flexible framework for long-term cooperation between the two organizations.

Rather than prescribing fixed programmes, the agreement allows the UPU and ITC to jointly develop projects and initiatives based on emerging priorities and the evolving needs of developing economies.

This adaptable approach is expected to encourage innovation while ensuring that future initiatives remain responsive to changing global trade dynamics.

Why This Partnership Matters

Small and medium-sized enterprises account for the majority of businesses worldwide and are major contributors to employment and economic growth. However, many SMEs in developing countries continue to face significant barriers to international trade, including limited digital infrastructure, inadequate logistics, and restricted access to financial services.

By combining the UPU’s postal network—spanning 192 member countries—with the ITC’s trade expertise, the partnership seeks to reduce these barriers and create a more inclusive digital economy.

The initiative is expected to improve market access, strengthen cross-border e-commerce, support women and youth entrepreneurs, and contribute to sustainable economic development across developing regions.
