In a landmark development for Pak-China legal cooperation, the Chinese law firm Zoao Law Firm has entered into a Memorandum of Understanding (MOU) with Pakistan’s Institute of International Relations and Media Research (IIRMR). This agreement heralds a new era of Sino-Pak collaboration in the legal sector, coinciding with the upcoming visit of Prime Minister Shahbaz Sharif to China in early June, potentially marking the commencement of CPEC Phase II.

Strengthening Legal Ties

The MOU signifies the beginning of a strategic partnership aimed at enhancing legal understanding and cooperation between Pakistan and China. Yasir Habib Khan, President of IIRMR, stated that the collaboration will include organizing seminars, conferences, consultative dialogues, and debates on various legal issues. These events will cover topics such as Pakistani jurisprudence, taxation intricacies, intellectual property rights, and enterprise legislation. The goal is to educate and sensitize Pakistani law stakeholders and Chinese companies operating in Pakistan about the local legal landscape.

People-to-People Exchange

Khan emphasized the importance of enhancing people-to-people exchanges within the legal community. “We will collaborate to explore untapped legal landscapes and establish guidelines that facilitate better understanding and cooperation between legal professionals from both countries,” he said.

Breaking New Ground

Cheng Deyong, Managing Director of Zoao Law Firm, highlighted the significance of the MOU, stating that it opens new avenues for Pak-China legal collaborations. “This area has remained unexplored for many years. Now is the time for a profound reflection on Pakistan’s legal ecosystem. Zoao Law Firm and IIRMR will work together to bridge the gap between the Pakistani legal fraternity and Chinese companies, fostering deeper legal connectivity,” he added.

Supporting Chinese Enterprises

Zoao Law Firm, known for its dynamic and professional legal services, is the only Chinese law firm currently operating in Pakistan. It specializes in providing high-quality legal services to Chinese clients, particularly under the “One Belt, One Road” initiative. Cheng noted that the firm has been instrumental in offering in-depth legal support and services for Chinese-funded enterprises in Pakistan, facilitating their investment and dispute resolution needs.

Collaborative Legal Services

Cheng further explained that Zoao Law Firm has hired Pakistani lawyers and legal experts to better serve their clients. This blend of Chinese and Pakistani legal expertise has resulted in significant achievements, promoting mutual understanding and trust between the legal professionals of both countries. “However, due to differences in laws, politics, languages, and cultures between Pakistan and China, there are many risks that may be encountered in business collaborations, often transforming into legal risks,” Cheng cautioned.

Mitigating Legal Risks

The establishment of a team of Chinese lawyers capable of resolving legal disputes in Pakistan is essential for mitigating these legal risks. Cheng emphasized that reducing legal risk is a highly professional and systematic effort, crucial for the success of cross-border business collaborations.

The MOU between Zoao Law Firm and IIRMR marks a significant step forward in Pak-China legal cooperation. As both nations continue to deepen their economic and strategic ties, this partnership will play a crucial role in providing the necessary legal framework and support to ensure smooth and effective collaboration. This initiative not only strengthens the legal bonds between Pakistan and China but also sets a precedent for future international legal partnerships.
